Yup, you're reading it right. The Manila Metro Rail Transit 3 (MRT-3) is set to give free rides starting from April 5 (today) until April 11, however, this will only be provided to Filipino veterans.

Every Filipino veteran will get to ride the MRT-3 for free in commemoration of Philippine Veterans Week and Araw ng Kagitingan which is annually celebrated on April 9. The veteran's plus-one will also be allowed to ride the MRT for free, the MRT-3 management said in its advisory.
To avail of the free ride, Filipino veterans must present their Philippine Veterans Affairs Office (PVAO) identification card upon entry at any station along the MRT-3 line. The veteran and his/her companion will then be given a single journey ticket to ride the train for free.
The MRT-3 transports around 500,000 passengers daily with just 15 trains moving back and forth along the EDSA route.
